Finding the text of bills from before 1979 is not always possible. Some bills are available in the Congressional Record or its predecessors, and some are included in hearings. If a bill is reported out of committee, a version is included in the committee report.
- The Congressional Record is shelved in the documents stacks in the basement of Davis Library. Use the accompanying index for each session of Congress to look up bills.
