Scope and Content
The collection includes scattered papers of Charles E. Fenner, including military papers, five Reconstruction-era political speeches, and two letters from Varina (Mrs. Jefferson) Davis. Papers before 1838 are about property and family affairs of Henry Douglass Downs of Mississippi Territory. Items dated 1844-1864 are primarily of Jacob V. Payne and Henry M. Payne and include military papers concerning the procurement of supplies for the Confederacy.
