policies and practices and to make recommendations for
changes. Funded primarily by foundations, the center
issues special reports on major policy questions,
publishes a quarterly magazine, and sponsors a yearly
symposium or seminar dealing with a specific policy
question.
Files of Thad Beyle, chairman of the Board of
Directors of the North Carolina Center for Public
Policy Research. The files include agenda materials
and minutes of board meetings, correspondence,
financial materials, news releases, clippings, and
other materials documenting the work of the Center.

HISTORICAL NOTE
The North Carolina Center for Public Policy Research is an
independent research and educational institution whose purpose is
to study state government policies and practices and to make
recommendations for changes in both. The Center is a non-profit,
non-partisan organization, dedicated to improving the dialogue
between state government and citizens.
The Center was founded in 1977 with grants from the Mary
Reynolds Babcock Foundation. The founding members were William
G. (Gerry) Hancock, Robert W. Spearman, Thomas W. Lambeth, and
Joel L. Fleischman. The Center continues to receive most of its
funding from the Babcock Foundation, with additional support from
the Z. Smith Reynolds Foundation. It also receives funds through
various other foundations and through corporate contributions,
private memberships, and the sale of Center publications.
Center projects include the issuance of special reports on
major policy questions, the publication of a quarterly magazine
called North Carolina Insight, and the yearly sponsorship of a
symposium or seminar dealing with a specific policy question.
Through these projects, the Center strives to foster more active
public participation in state government and to make the state
more accountable for its own actions.
DESCRIPTIONS
Thad Beyle's files are chiefly agenda materials and minutes of
board of directors and executive committee meetings and
correspondence. The agenda materials relate to decisions to be
made by either the board or the executive committee and consist
of background materials, such as financial statements, work
proposals, reports of work-in-progress, etc. Most of the
correspondece is between members of the board of directors or
from the office of the executive director of the Center. In many
cases, the correspondence does not directly involve Beyle, but
consists of copies of letters sent to him for his information.
Some separate financial and funding-related items are also
included, as are news releases, research proposals, copies of
reports issued by the Center, and other materials.
