Abstract The Southern Tenant Farmers' Union, organized at Poinsett County, Ark., in 1934, was especially active in Arkansas, Missouri, and Texas. The Union spread into the southeastern states and to California, affiliating off and on with larger national labor federations, and maintaining headquarters at Memphis, Tenn., or, from 1948 to 1960, at Washington, D.C. It has become successively the National Agricultural Workers Union and the Agricultural and Allied Workers Union. The collection includes correspondence files of H. L. Mitchell and others at union headquarters at Memphis, Tenn., Washington, D.C., and in Louisiana; executive committee minutes, legal papers, surveys, annual reports, special reports, membership records, applications for local charters, financial records, and contracts; data on conventions, strikes, litigation, and legislation; histories and articles; clippings; relevant mimeographed and printed matter; and miscellaneous forms, lists, and routine local organization papers. The papers concern union organizing, financing, relationships with various federal agencies, strikes, legal defense, and other activities, mainly among cotton field workers in Arkansas, Missouri, and Texas, sugar cane workers in Louisiana, and migrant laborers in Florida and California, but also among agricultural workers in other states. Additions after February 1990 include information pertaining to H. L. Mitchell's writings, production of labor feature films, microfilming of labor related materials, and other materials documenting subjects mentioned above.

The Southern Tenant Farmers' Union (STFU), an organization of tenant farmers, sharecroppers, and farm laborers, was an outgrowth of the plight of agricultural workers during the Great Depression. Its immediate impetus was the Federal Agricultural Adjustment Act (Triple A) program that required landowners to plow up every third row of cotton. As a result, mass evictions of sharecroppers took place.

From its beginning, the STFU was an integrated organization. Seven African Americans and eleven Caucasian men held the first meeting in 1934 near Tyronza Township, Poinsett County, Ark. H. L. Mitchell, one of the founders, served the STFU in many capacities, including as executive secretary and president. From Arkansas, STFU activities spread to other southern and southwestern states. Headquarters were established in Memphis, Tenn., although the STFU's greatest strength was in Arkansas, Missouri, and Texas.

The long-range aims of the STFU included the general betterment of conditions for agricultural workers and affiliation with the mainstream labor movement, but at first its activities were chiefly directed at gaining for its members their share of the Triple A money paid for reducing the cotton crop. The law actually required landowners to maintain the same number of tenant farmers, but many landlords ignored their tenants' rights. The STFU secured legal aid for exploited sharecroppers and focused national attention on their suffering. It often faced active and, in many cases, violent opposition during the early years.

STFU history may be divided into the following periods:

July 1934 - September 1937 Organization as an independent union.
September 1937 - 2 April 1939 STFU joined the United Cannery Agricultural Packing and Allied Workers of America (UCAPAWA), a CIO affiliate, on the condition that the STFU maintain its independent status. When the UCAPAWA refused to respect this condition, members of the STFU voted overwhelmingly to withdraw. On 2 April 1939, H. L. Mitchell led the STFU delegation out of the UCAPAWA convention.
3 April 1939 - 24 August 1946 Operated as an independent union.
25 August 1946 Charter issued 25 August 1946 affiliating the STFU with the AFL-CIO. By 1959, the STFU's official name had changed to the National Agricultural Workers' Union. The National Agricultural Workers' Union later merged with the Amalgamated Meat Cutters and Butcher Workmen.

Materials filmed by the Microfilm Corporation of American in October 1977 under the title The Green Rising. Materials primarily consist of correspondence, 1933-1977, of H. L. Mitchell relating to his union work among agricultural laborers and to his lecturing and teaching engagements at colleges and universities throughout the United States. Most of the correspondence dates from after 1960 and is related to Mitchell's work with the United Farm Workers. Included are letters between Mitchell and Rexford Tugwell, Howard Kester, Norman Thomas, and others involved in tenant strikes, union organization, and New Deal relief efforts. Also included are union charters for the National Agricultural Workers Union, 4 June 1952, and the Amalgamated Meat Cutters and Butcher Workmen, 27 September 1960; undated hand-lettered posters with union slogans; subject files; a essay by Mitchell entitled "Mean Things Happening in This Land"; and union broadsides.

Walter Moskop, leader of white sharecroppers in Marked Tree, Ark., sought election as STFU vice president. H. L. Mitchell, then STFU secretary, favored E. B. McKinney, who was black, for the post. Six months after losing the election, Moskop attempted to assassinate H. L. Mitchell, firing six shots at him while they were in a cottage occupied by the Moskops, on the grounds of Commonwealth College near Mena, Ark.

Sharecroppers' protest march. Jennie Lee, Labor Party Member of British Parliament (wife of Aneurin Bevin), led 1500 sharecroppers out of town when she was refused the right to speak in Marked Tree, Ark. Naomi Mitchison, author of the "Vienna Diary" (about socialist revolt in a pre-Nazi Austria), is pictured. Mrs. Zita Baker, daughter of Lord Haldene, was also in the march. Buck Kester organized the march and made pictures. Negative on file.

Evicted sharecroppers, 1936. 13 families working on the C. H. Dibble Plantation were evicted because they were members of the STFU. Mr. Dibble had been meeting with the Union attorney Herman Goldberger discussing a union contract. Dibble's fellow planters and his banker threatened to force him out of business if he signed with the Union. The evictions followed in early 1936. Negative on file.

An early victim of Arkansas "Justice," Jim Ball, secretary of St. Peters local STFU near Earle, Ark., in 1936. A union meeting was raided by drunken planters led by Everett Hood, who threatened to fire his shotgun at a crowd of men, women, and children, both black and white. Ball tried to take the gun away from Hood and was then arrested, tried, and sentenced to serve seven years in the state prison. The Union appealed the case to the Arkansas Supreme Court. The Southern Tenant Farmers Union in Southeast Missouri #03472, Series: "2. Photographs, 1934-1977 and undated." PF-3472/3

In a "prologue to the Civil Rights Protest Movement of the 1960s," 1,500 men, women, and children sat down on the U.S. highways in the bootheel of Missouri in early January 1939. The people who camped on the highways for several days were dispersed before National Guard tents and field kitchens sent by President Roosevelt could arrive. The government, sponsored a program known as Delmo Farm Labor Homes, which built 650 homes for the homeless within a year. When these homes were to be sold in 1945, the STFU, having originally proposed the project to the Farm Security Administration, played an integral role in the sale of 600 of these homes to the people who occupied them.

"Burgess speaks." Reverend David S. Burgess, whose mother and father were supporters of the STFU, came to the South as a minister to migrant laborers. He lived in a Delmo Farms Labor Homes house, and when they were to be sold in 1945, he was active in the formation of the Delmo Housing Corporation, which helped to preserve those houses for the farm workers. Burgess became an organizer for the CIO, and later became labor attache with the U.S. Department of State, serving in many important American embassies. Photograph by W. C. College students in 1944-1946 from all over the South went to work at the Seabrook Farm processing plant near Bridgeton, N.J., for the summer months. The young women became members of the STFU and worked under contracts between Local 56 of the Amalgamated Meat Cutters and their employer. Some workers traveled by train, others by bus, and many young women had their first plane ride under the organized migration plan. H. L. Mitchell stands in doorway with the pilot.

Reverend Arthur C. Churchill. Assigned by Homes Missions Board Congregational and Christian-NFLU, he came to work with the STFU in 1946 as a minister to farm laborers. Churchill in his quiet and unassuming way made significant contributions in developing consumer and producer co-operatives and in carrying on educational work with Union members.

Reverend J. E. Clayton of Littig, Texas, a silver tongued "Orator" who made the rafters ring. Clayton was a friend of Lyndon Johnson, then congressman. He had resettled thousands of families on farms of their own. He was the originator of the slogan, "Put the Man of the Land Back on the Land." He was an STFU representative at the founding of the United Nations in San Francisco.

John F. Hynds, STFU organizer of St. Francis County's 4500 members 1936-38. In later years, he managed the Union sponsored co-operative store at Spruce Pine, Ala. He was a small man, most courageous of all. When Clay East was mobbed on the courthouse lawn Hynds called state police to rescue him, then got mad and organized the black and white sharecroppers. When deputy "Bunch", who led the mob that tried to kill Clay East, grabbed Hynds and pulled his gun, Hynds told him to go ahead and shoot, and "I'll cut your throat as I fall!"

James B. Price, president of Kern County Farm Labor Union No. 218, was shot by an unknown gunman while presiding over a strike committee meeting 17 May 1948. The Di Giorgio Fruit Corporation company doctor refused to render first aid. Price almost bled to death en route to the hospital at Bakersfield, Calif., 18 miles away. Louisiana fruit and vegetable producers, Hammond, La. Over 3,000 growers of strawberries, with an average of 3 acres each, formed a co-operative selling agency. They had a strong credit union then saved their money, got a good price for their crops. But the U.S. Department of Justice charged that their co-operative union violated the anti-trust laws. While the Eisenhower administration dropped similar charges against General Motors, the government broke up the successful union of little people. Nine men were given prison sentences (suspended) and all were fined heavily. Hank Hasiwar tall in center.

Seeking to save their homes, farms, and herds small dairy farm owners joined the Union. Groups in Louisiana, Minnesota, New Jersey, New York, Pennsylvania, and Wisconsin formed active, and often effective, organizations. Meeting at Uniontown, Pa., 14 July 1956, is one of the groups of dairy men that formed a union. This is what it's like on the Sugar Cane Plantations of Louisiana. Without recourse to decent housing these people are trapped here, bonded to plantation slavery which denies them their rights as Americans. House of Robert Moore and his family on San Francisco Plantation near Reserve, La., 1967. It was a deplorable shack provided by the plantation, and was "scarcely fit to live in." H. L. Mitchell (left) and Frank Lapeyrolerie (standing next to Mitchell) coordinated a program to bring self-help housing to Reserve, La., to improve the living conditions of workers, especially the children, and to help end plantation slavery attitudes and virtual bondage.

Materials, bulk 1970s-1980s, chiefly concern H. L. Mitchell's Southern Tenant Farmers' Union (STFU) activities. Correspondence documents STFU activities, H. L. Mitchell's lectures and presentations, production and distribution materials for various microfilm projects and labor feature films, politics, and H. L. Mitchell's published writings. Financial materials include cashed checks, bills, receipts, bank statements, and cashbooks relating to STFU activities, film production, and microfilming. Grant materials contain correspondence, background material on labor films, and some financial material relating to applications to various committees and foundations for support of STFU activities.
