#40016 THE RECORDS OF THE SECRETARY OF THE UNIVERSITY (SYSTEM) in the University Archives and Records Service Wilson Library University of North Carolina at Chapel Hill CB# 3926 Chapel Hill, North Carolina 27514-8890 August 1994 April 1999 The position of Secretary of the University was created in 1955. William Friday, who had been Assistant to the President of the Consolidated University (Gordon Gray) since 1951, was immediately assigned to it. From March 1955 until early 1956, Friday assisted the President, took on a variety of special assignments that fell outside the "regular jurisdiction of other university officials," and served as the President's liaison with the Board of Trustees. Upon Gray's retirement in 1956, Friday became acting President, and eventually President of the Consolidated University. The position of Secretary of the University remained vacant until 1961, when on February 1, it was filled by Fred Weaver. His responsibilities were more administrative than Friday's. But he, too, functioned as a liaison, this time between the Board of Trustees and the University system in general. Additionally, he was concerned with Trustee activities "carried on through the office of General Administration." On February 24, 1964, Weaver was promoted to Vice President for Administration. In his new position he took on broader administrative duties but continued his work with the Trustees. The position of Secretary of the University was deleted. Weaver resigned in 1968. In 1969 Richard H. Robinson became acting Vice President for Administration and then Assistant to the President in 1970. Ferebee Taylor succeeded him as Vice President for Administration from 1970-1972. As Vice President, Robinson and Taylor had duties similar to those of the Secretary--acting as liaison between the Trustees and the University, and representing the University in legal matters. The position of Secretary was reinstituted by President Friday in 1971; and John P. Kennedy, Jr., was elected to it, effective July 1, 1972. Even after the creation of the Board of Governors for the new multicampus university, the duties of the Secretary remained much the same--only now he acted as liaison between the Board of Governors, the President, and the rest of the University. The Records of the Secretary of the University range in date from 1923 to 1976 (i.e., 1923; 1937-1976), the bulk of them being from the 1950s and 1960s. The files generally concern the activities and decisions of the Board of Trustees. A great deal of the material concerns committees (both standing and special) of the Board of Trustees. There is also a good amount of information on the structure and reorganization of higher education in North Carolina through the 1950s and 1960s, as well as the expansion of the University system. In addition, there is some material relating to the Speaker Ban controversy, civil rights issues, and student protests. Because the basic duties of the Secretary were performed at various times by individuals in other positions, files similar to those in the Records of the Secretary of the University will be found in the following other records groups in the University Archives.
