There is no documentation of the earliest meetings, nor is there a written statement describing the establishment and purpose of the Council. Prior to the creation of the Administrative Council, a less formal group called the Cabinet met weekly, with no written agenda. It consisted of a large number of members, some of whom did not directly report to the Chancellor (Chancellors Aycock, Sitterson, and Sharp all had Cabinets). Chancellor Taylor decided to streamline the Cabinet by including only the principal officers reporting directly to him (including his Special Assistants and excepting the Director of Athletics). He later added the Dean of the College of Arts and Sciences and the Dean of the School of Medicine. During Chancellor Taylor’s administration the Council met weekly to discuss a variety of University-wide issues and to advise the Chancellor on policy-setting decisions. Large issues such as change budgets and Affirmative Action Plans as well as relatively small issues such as lighting on campus and how best to deal with ivy growing on buildings were brought to the table at Council meetings. In April 1990, during the administration of Chancellor Hardin, the Council had two special meetings to discuss the purpose and organization of the Administrative Council. These meetings were held at the Chancellor’s request but without his presence. Council members discussed the kinds of issues that were appropriate to bring to the table, whether the Council’s main purpose should be “issues forum” or “issues resolution,” and how best to integrate the views of the disparate parts of the University. From these discussions the Council produced a “Consensus Statement,” which concluded that “Council meetings should be held with sufficient frequency, effectively organized to address all the principal business of the University, and aimed at developing and implementing University administrative policies and action decisions.” This records group consists mostly of the agendas, minutes, and attachments of the Administrative Council meetings. Although the Council began to meet in the fall of 1972, minutes were not systematically recorded until the summer of 1974, with Special Assistants to the Chancellor being responsible for recording, typing, and distributing minutes to Council members. John P. Evans kept minutes from July 2, 1974 through August 30, 1977; Claiborne Jones kept them from Sept. 6, 1977 through May 5, 1981; and Douglass Hunt kept minutes from May 12, 1981 through Jan. 29, 1996. Special Assistant Douglass Hunt began keeping hand-written notes of Council meetings in August 1973. His notes have been included in these records when they represent the sole documentation of a meeting or when they differ from the typed minutes. Where included, they have been placed directly behind the typed minutes. A general correspondence file precedes the file of minutes, followed by an index of agendas for Council meetings from January 1976 through August 1982.
