#40086 RECORDS OF THE DEPARTMENT OF RADIO, TELEVISION, AND MOTION PICTURES in the University Archives and Records Service University of North Carolina at Chapel Hill Wilson Library, CB# 3926 Chapel Hill, North Carolina 27514-8890 August 1992 This records group contains the records of the University of North Carolina at Chapel Hill's Department of Radio, Television and Motion Pictures (RTVMP), which until 1993 was the academic department that provided coursework in the broadcast media, and the closely allied Communication Center. RTVMP grew out of the University's early endeavors in radio, which included the broadcast of its first radio program by the Extension Division on May 26, 1940. The first academic course in radio was taught in the Department of Dramatic Art in 1942. In 1945 Earl Wynn, who had taught that course and who had also taught in the Speech Division of the Department of English, returned from World War II; and in 1946 he became Director of the University's newly established Communication Center. The latter was founded to bring together in a central location the equipment needed for radio, television, motion picture, photographic, and record production. The Center's mission was to produce programs and audio-visual materials in all media for the University and the State of North Carolina. A large portion of these records document Professor Wynn's role as the first Director of the Communication Center and as a pioneer in the University's efforts in radio, motion picture, and television production. But Earl Wynn was also interested in formulating an academic curriculum in radio at the University. Thus the Department of Radio was established in 1947, with Wynn as Chairman. In 1954 the Department's name was changed to Radio, Television, and Motion Pictures, and Wynn continued as both Chairman of the Department and Director of the Communication Center. Faculty members in the Department were also production directors in the Center. The letter transcribed below explains Wynn's vision of the Center and the Department. In 1953 the Federal Communications Commission granted the Consolidated University of North Carolina a license for educational television broadcasting, and Robert Schenkkan became director of the new venture. He reported directly to the Consolidated Office and worked with the officers of the Consolidated University in developing an educational television system for the state. The Chapel Hill studios for the statewide system were eventually located in the Communication Center, although administrative responsibility remained in the Consolidated Office. WUNC-TV, the television channel that operated from the Communication Center, began telecasting on January 8, 1955 and has been in continuous operation ever since. Unfortunately this records group contains very few records pertaining to the development of North Carolina's educational television system. For more information, see the Records of the Office of President: Gordon Gray files, in the University Archives. The University's first FM radio station, WUNC-FM, began operating on November 3, 1952, but suspended operation from 1974 until 1979. There is considerable material in these records relating to the early days of radio production on the Chapel Hill campus. There are a number of scripts for radio programs that originated in Chapel Hill in the 1950s. There is also a small amount of material related to the production of films in the Communication Center. The Records of the Department of Radio, Television, and Motion Pictures contain the administrative files of the department chairmen. There is some correspondence with the Dean of the College of Arts and Sciences and the Dean of the Graduate School regarding course approvals and curricula changes. There is also some material relating to the faculty Television Programming Committee and to the Consolidated University Council on Television. The departmental records also contain files on the High School Institutes that were operated in the summer by the RTVMP department and the Communication Center. In 1993 the Department was abolished and its curriculum split between the School of Journalism and Mass Communication and a new Department of Communication Studies, created by a merger of part of RTVMP with the former Department of Speech Communication. Chairmen of the Department of Radio, Television and Motion Pictures and Directors of the Communication Center are listed below. Earl Wynn 1945-1962 Wesley H. Wallace 1963 (Acting) Wesley H. Wallace 1964-1974 William H. Melson 1975-1976 Wesley H. Wallace 1977 (Acting) Albert Richard Elam 1978-1982 John R. Bittner 1982-1987 Gorham A. Kindem 1987-1992 The nature of the responsibilities of the chairmen and faculty in the Department of Radio, Television, and Motion Pictures is such that little distinction can be made between the administrative files of the Communication Center and those of the department. The records, however, have been divided into three subgroups: Communication Center, RTVMP Department, and Outside Organizations. Mr. Hugh Cannon Assistant to the Governor Capitol Building Raleigh, North Carolina May 6, 1961 Dear Mr. Cannon, This is the letter which we talked about in your office yesterday. Briefly, it will explain the mission of the Communication Center-Department of Radio, Television and Motion Pictures and point out the need for additional funds. I would appreciate your including it with the other material I left with you. The Communication Center and the Department of Radio, Television and Motion Pictures have separate missions and a single common mission. The Communication Center brings together the modern facilities and equipment of radio, television, motion pictures, photography and recording for the production of programs and materials. Its primary mission is to produce programs and materials in all media for the University and the State and to lead in the use of these media for education. The Department of Radio, Television and Motion Pictures offers the B.A. and M.A. It is the teaching organization. Its mission is to prepare young university men and women of intelligence, creativity and depth of liberal background for positions of leadership and responsibility in the vital areas of educational and commercial television, radio and motion pictures. All teachers in the Department also serve as practicing writers, directors and producers in the Communication Center. The facilities and equipment of the Communication Center provide the laboratories for the instruction of students at both the B.A. and M.A. levels. Both faculty and students work together in realizing the mission of the Communication Center. This is the common mission of the two organizations. Because one man (since their organization and at present, myself) is in charge of both organizations there exists a high level of coodination. Except for the broadcast operations of WUNC-TV and the Photographic Laboratory, all aspects of the Department and the Center fall under one budget. Funds for the realization of our missions have never been adequate. Radio station WUNC (FM), for instance, has never had a budget of its own. Meager funds from the teaching program have been made available for its operation. Now, with our new annex scheduled for groundbreaking this summer and completion during the early fall of 1962, our financial needs have become crucial. The attached materials explain the situation. Sincerely yours, Earl Wynn Chairman and Director TABLE OF CONTENTS SUBGROUP 1: COMMUNICATION CENTER SERIES 1: ADMINISTRATIVE FILES SERIES 2: FILMS SERIES 3: RADIO SERIES 4: TELEVISION SUBGROUP 2: DEPARTMENT OF RADIO, TELEVISION & MOTION PICTURES SERIES 1: ADMINISTRATIVE FILES SERIES 2: HIGH SCHOOL INSTITUTES SUBGROUP 3: OUTSIDE ORGANIZATIONS INDEX SUBGROUP 1: COMMUNICATION CENTER SERIES 1: ADMINISTRATIVE FILES Box 1:1 Accounts, Reports, 1951-1953 Advisory Board, 1946-1951 (includes minutes and correspondence) Aims and Objectives, undated Brochure, undated (see also Publicity, below) Budget, 1953-1959 Capital Improvements, 1958 Carolina Communications Club, 1950 Correspondence: Administrative, 1953-1954 General, 1948-1959 Distribution Lists for Communication Center Information, 1948 Equipment, 1948-1949 Federal Communications Commission Bulletins re Communication Center, 1946-1947 Long-Range Planning: General, 1957-1958 "Prospectus for Future Development," July 1948 Newsletter, 1950 (see also Alumni Letters under Correspondence in Subgroup 2, Series 1) North Carolina Series, undated Organizational Charts, undated Personnel, 1947-1952 Photographics Committee, 1946-1949 Photo Laboratory, 1947; 1964-1965 Plans and Purposes, 1952; undated Production Supervisor's Report, 1951 Publicity: Publicity and Promotion, 1946-1947; undated Clippings, 1951-1952 News Releases, 1951-1952 Reports, 1946; 1948; 1951 Space Needs, 1958 Speeches re Communication Center, 1947; undated Staff Meetings, 1946-1954 Swain Hall, 1946 Trustee Action, September 10, 1949 SERIES 2: FILMS Box 1:2 Correspondence: General, 1947-1948 American Institute of Accountants, 1953 Children's Home Society of North Carolina Film, 1952-1960 "A Couple of Guys Named Joe," 1947-1949 Instructo-Graphics Films, Inc., Equipment, 1948 "In the Name of Freedom," Record of Showings, 1951-1952 Junior Order, United American Mechanics, 1951-1952 (see also Scripts, below) "The Lost Colony," 1951-1952 (see also Scripts, below) "Magazine of the Screen," 1950-1951 "Marshall Field," 1946 Motion Pictures, Prospective Agreements, 1946-1949 "The Tar Heel State," 1951-1955 "Variety Vacationland," 2nd Version, 1954 "Waves of Green," 1950 Scripts: "Closed Door," Pilot Program of a Series for the Presbyterian Church in the U.S., 1959 Untitled Scripts for the Junior Order, United American Mechanics, n.d.
