#40097 RECORDS OF THE ACCOUNTING DEPARTMENT in the University Archives and Records Service Wilson Library, CB 3926 University of North Carolina at Chapel Hill Chapel Hill, North Carolina 27514-8890 June 1997 INTRODUCTION This records group consists of 135 volumes containing financial records of the University from 1927 to 1987. They include capital improvements budgets as well as records of maintenance funds. They are not, however, a complete record of the University’s finances for that period. The volumes and the information they contain have been left in their original order. Some volumes contain several years’ records for one budget code; others contain one year’s records for several codes. Most codes have records in more than one volume. This inventory is designed to lead the researcher from the budget line or project of interest to the volumes holding its records. This inventory is broken into three sections. The first is a table of contents of the 135 volumes. The second section concerns records of maintenance funds, funds allocated for the general operation of the University. No distinction is made in the records between continuation and expansion budgets; they detail only the expenditures and receipts for an entire budget line, by purpose and object. (For example, a monthly report for the Division of Academic Affairs may list the amount of money spent on instruction for summer school, but it will not detail how much of that money went to each department, and it will not say how much came from the continuation budget and how much from the expansion budget.) The third and longest section of the inventory concerns records of capital improvements funds. These are indexed both by budget code and by the name of the building or system in question. Some information is also given on the nature of the various projects, their dates of completion, and the source of their funding. More detailed explanations of the contents of the volumes and of how to use this inventory will be found in the introduction to each section. Contents: Contents of volumes Inventory of maintenance funds records Inventory of capital improvement funds records Itemized list of allocations List of records Index of projects More records of University finances will be found in the following records groups: Division of Business and Finance: Vice Chancellors’ Records, Subgroup 4, Series 1 (Historical Financial Records) Division of Business and Finance: Vice Chancellors’ Records, Subgroup 4, Series 3 (Accounting Office) CONTENTS OF VOLUMES This table lists the contents of the 135 volumes in this records group. “MF” denotes maintenance funds, and “CI” denotes funds for capital improvements. For an explanation of record types or information about the specific funds carrying a particular code, see the introductions to the Inventory of Maintenance Fund Records and the Inventory of Capital Improvement Funds Records. Codes marked with a letter (a-i) are special codes; a list of these codes follows the table of contents. If you wish to see records for a particular capital improvement project, look up that project by name in the index. The index will refer you to the code and item number of the project. 2. Look up the code and item number in the itemized list of allocations. This list may provide more information on the project, and will give the date of original allocation and (for major projects) the date of project completion. 3. Look up the code in the list of records to find the dates and types of records available and the volumes in which they are stored. ITEMIZED LIST OF ALLOCATIONS This section lists budget lines chronologically by the date of the original allocation of funds. The first line of each entry gives the budget code (at left) as well as the date of the original allocation and, when applicable, the relevant chapter of the Session Laws (at right). Following lines give item numbers and a description of the projects they funded. When possible, the date of the project’s completion is given in brackets. An explanation of the terms used in the list is provided below. Codes. Capital improvement budget lines carry codes, and each project under them is given an item number. In general, codes may be of three types: 1. Funds created through 1957 carry a 4- or 5-digit code that, in itself, provides no information. 2. Funds created 1959-1978 carry a 5-digit code. The first digit is always 6; the next two digits are the last two digits of the year of the initial allocation. For example, the budget line carrying the code 66923 was initially allocated in 1969. 3. Funds created after 1978 carry a 5-digit code with the same format as for 1959-1978, but the first digit is now a 4. After a change in code format was made (in 1959 or 1978), records kept for old codes were kept in the new format. For budget lines with codes of type 2 still existing after 1978, the first digit "6" was changed to "4". Budget lines created before 1959 still existing thereafter were assigned new codes consistent with the post-1959 system. For example, the budget line with code 1550, intitially funded in 1943, had not been exhausted by 1959, and records kept after that date list the code as 64301. If a budget line carried different codes at different times, this inventory will whenever possible list it by its code of type 2, because that type carries the year of its intitial allocation and is most common in these records. For funds whose code changed from type 1 to type 2, the original code is provided in parentheses in the list of records and in the itemized list of capital improvements. For funds whose code changed from type 2 to type 3, only the type 2 code is provided, as its type 3 counterpart is easily recognizable. Sources of funding. If a given budget line was funded by state appropriation, the chapter of the session laws that authorized the appropriation is provided in the itemized list of capital improvements. Code 1510 was funded by the United States Navy; codes 14501 and 14502 were probably funded by Public Works Administration grants; and codes after 1977 were most likely funded by bond issues. Some items were added to budget lines after the initial allotment, funded by leftover money from other items in the code. These records do not make entirely clear which projects were part of the original appropriation and which were added later. If the code was funded by state appropriation, however, the Session Laws will detail the projects funded initially. Transfers. Some items are listed only as "transfer." This denotes funds transferred to another code. The code to which the funds were transferred is not listed in this inventory, but is given in the records of the code from which the funds came. Blank lines. Some item numbers were never assigned funds and were left blank. These are denoted as blank lines in the itemized list. Missing items. Some items are not identified in the records and have been left blank on the itemized list. These were probably blank lines. 62 Ch. 192 of 1925 1. Paving 2. Grading 3. Heating mains, etc. 4. Note, however, that codes beginning in “4” are arranged as if they began with “6”, and that if a budget line carried at one time a code of type 2, it is listed under that code (see the explanation of code numbers on p. 8). Special codes will be found at the end of the list. For each code, the list provides the types of records available, the dates they cover, and the numbers of the volumes in which they are stored. An explanation of terms used in the list is provided below. Codes. (See the explanation of codes on p. 8.) Types of records. Allotments: Records of allotments and allocations to a given budget code from the General Assembly or other sources. Some records of allotments are simple chronological lists; others are in the form of monthly or annual reports. Annual Reports: Reports of expenditures for a fiscal year (July-June). In general, these are the monthly reports for the last month of the fiscal year, which provide information for the fiscal year to date. (See Monthly Reports, below.) They do not contain voucher or receipts registers. Budgets and Allotments: Essentially the same as Allotments records. Ledgers: Typed or handwritten, chronological lists of credits and debits. Monthly Reports: Reports of expenditures for a given month. Virtually all monthly reports for capital improvements budgets contain voucher registers (see below). Some also contain receipts registers. Voucher Registers: Chronological lists of expenditures, with amount and recipient of funds paid.
