INTRODUCTION
An organized development program at the University began in
1951, when Louis Round Wilson was appointed Assistant to the
Chancellor in the Field of Development. Wilson resigned in 1952,
and Charles Milton Shaffer was appointed to the position with the
same title. He was charged with coordinating the efforts of the
various fund-raising and public relations agencies of the
University. In 1955 Shaffer was made Director of Developmental
Affairs, with responsibility for fund-raising, Alumni Annual
Giving, the Alumni Association, and the University News Bureau.
In addition, he worked cooperatively with several
University-related foundations, including the Business Foundation
and the Medical Foundation. In 1973 an administrative division
of Development and Public Service was created, and the Director
of Developmental Affairs became responsible to the Vice
Chancellor of that division. On September 1, 1980 the name of
the division was changed to University Relations. It was changed
again on September 1, 1985, to Development and University
Relations.

The records described below are largely those of the
Director of Developmental Affairs and predecessors and successors
in the position. The formative years of the Development Program
are particularly well documented, along with the establishment of
the Business and Medical Foundations. There is considerable
correspondence with the two consultants who were hired in the
early 1950s to advise the development officers about fund raising
and public relations. There are also minutes, correspondence,
and committee reports relating to the establishment, in 1952, of
the Development Council, appointed by Consolidated University
President Gordon Gray. There is some correspondence with
academic departments, mostly relating to their requests for funds
for special projects. However, there is little material related
to the Alumni Association or the University News Bureau.
The files are arranged alphabetically in twelve boxes.
Correspondence with North Carolinians who were instrumental in
the establishment of the Development Program and the
University-related foundations may be found in several files in
these records. For example, correspondence with Luther H.
Hodges, J. Spencer Love, James A. Gray, and George Watts Hill,
Sr., will be found in the files on the Business Foundation, the
Medical Foundation, and the Development Council as well as in
separate files under the heading Correspondence.
Other records relating to the growth of the Development
Program will be found in the following groups in the University

Gray files; Records of the Office of the Vice President for
Finance (UNC System); and Records of the Vice Chancellor for
