| Abstract | The Office of the Associate Vice Chancellor for Business was created 1 January 1970 as part of a major reorganization of the university's Division of Business and Finance. Among the units initially supervised by the Associate Vice Chancellor for Business were the campus auxiliary enterprises, which included the Horace Williams Airport, the Carolina Inn, the Laundry Department, Student Stores, and the campus utilities. The associate vice chancellor also supervised the Campus Police (later named Security Services, then Public Safety Department), the Health and Safety Office, Traffic and Parking, and Purchases and Stores. The position later assumed responsibility for additional units, including the Food Service, other university conference centers (Quail Roost and the William Rand Kenan, Jr. Center), the Internal Audit Department, and Trademark Licensing. Records include correspondence, operating reports, budgets, and other files pertaining to the various units that reported to the Associate Vice Chancellor for Business. Individuals who have held the position and who figure significantly in these records include John L. Temple and Charles C. Antle. |

The position of Assistant Vice Chancellor for Business (later renamed Associate Vice Chancellor for Business) was created on 1 January 1970, as part of a major reorganization of the agencies and activities of the university's Division of Business and Finance. In 1970 the position had oversight of the following: (1) Auxiliary Enterprises, which included the Horace Williams Airport, the Carolina Inn, the Laundry Department, the Morehead Planetarium, the Student Stores, and Utilities; (2) Operations and Engineering, which included the Campus Police, Capital Improvements, Physical Plant Planning, Safety, Traffic and Parking, and the University Engineer; (3) the Physical Plant, and (4) Purchases and Stores. Auxiliary Enterprises, Operations and Engineering, and the Physical Plant were headed by directors who reported to the Assistant Vice Chancellor for Business. In addition, the assistant vice chancellor was responsible for dealings with the vendors who contracted to provide the campus Food Service.
In January 1972 a new position, Director of Security Services, was created. This position reported to the Director of Operations and Engineering and headed a department that combined the Campus Police, Safety, and Traffic and Parking.
Another reorganization took place in 1977, when John L. Temple, who had been Assistant Vice Chancellor for Business, became Vice Chancellor for Business and Finance. At this time Engineering and Construction (which had absorbed Capital Improvements and the University Engineer), the Physical Plant, Facilities Planning (formerly Physical Plant Planning), and Purchases and Stores were made to report to the vice chancellor. This organization largely continued until 1986, when the position of Associate Vice Chancellor for Facilities Management was created. The new position then assumed oversight of Engineering and Construction, Physical Plant, Facilities Planning, and Transportation and Parking. The latter moved from under Security Services, which remained in the Business Division.
Several other organizational changes also took place in the 1980s. For several months during 1981, Associate Vice Chancellor for Business Charles Antle served as Acting Director of Internal Audit while that position was vacant. Following the appointment of a new audit director in September 1981, Antle assumed oversight of the Internal Audit Department. It continued to report to him until 1 July 1984, when it resumed reporting to the Vice Chancellor for Business and Finance as it had prior to 1981.
In 1984 the Utilities Division, which had reported to the Associate Vice Chancellor for Business, was placed under the Physical Plant, which at that time reported to the vice chancellor. Effective 1 February 1987, the Division of Purchasing and Stores (formerly Purchases and Stores) was again assigned to the Associate Vice Chancellor for Business. Also, on 1 January 1987 the Trademark Licensing Program began reporting to the Associate Vice Chancellor for Business. In 1988 the university closed its laundry.

Scope and Content
The records of the Associate Vice Chancellor for Business contain correspondence, operating reports, budgets, and other files relating to some, though not all, of the units that the position supervised between 1970 and 1990. There are also copies in some of the files of documents from the 1960s, prior to the position's creation. Units represented in the records include the Horace Williams Airport; the Carolina Inn; the William R. Kenan, Jr. Center; Quail Roost Conference Center; the Food Service; the Laundry Department; the Health and Safety Office; the Public Safety Department; the Student Stores; the Utilities Division; the Internal Audit Department; the Division of Purchasing and Stores; and the Trademark Licensing Program.
There are no files related to the Morehead Planetarium, which initially was part of Auxiliary Enterprises. Nor are there any files on Engineering and Construction, the Physical Plant, or Facilities Planning. Files on these three units appear to have been retained by John Temple when he became Vice Chancellor for Business and Finance and will be found in the records of the Vice Chancellor.

This subseries contains files related to the management and use of the William R. Kenan, Jr. Center, completed in 1986 and made possible by a gift from the William Rand Kenan, Jr. Charitable Trust. It was designed to house the university's Graduate School of Business Administration (now the Kenan-Flagler Business School) as well as to provide conference and meeting facilities for university educational and public service programs.

This subseries contains files related to the management and use of the Quail Roost Conference Center, located in Rougemont, N.C., and originally the home of Mr. and Mrs. George Watts Hill, Sr. The Hills gave the house and its grounds to the university in 1962 for use as a conference center.

Series 4. Food Service, 1966-1990.

This series contains the Associate Vice Chancellor for Business's files on the campus Food Service. The Food Service was provided by private vendors, and the associate vice chancellor was responsible for dealings with those vendors. The files include information on Food Service operations as well as contract negotiations.

Series 6. Health and Safety Office, 1975-1990.

This series includes files related to the Health and Safety Office, which was established during the 1973-1974 year as the Occupational Safety and Health Office. Its responsibility was to oversee implementation of federal Occupational Safety and Health Administration guidelines. The previously-existing Radiation Safety Office and the Safety Officer, a position that had been concerned with general employee safety, were merged into the new office. By 1975-1976 the name of the Occupational Safety and Health Office had changed to Health and Safety Office.

Series 7. Public Safety Department, 1972-1990.

This series contains the Associate Vice Chancellor for Business's files on the Public Safety Department, which was established in 1972 as Security Services. At that time it included the Safety Officer, the Campus Police, and Traffic and Parking. For most of its history, the department has been responsible for both police protection and the regulation of traffic and parking on campus. However, in 1986 the responsibility for traffic and parking was taken out of the Public Safety Department and placed in the new Department of Transportation and Parking, which reported to the newly created Associate Vice Chancellor for Facilities Management. Responsibility for traffic and parking was returned to the Public Safety Department in the late 1990s.

Series 8. Student Stores, 1969-1990.

This series includes the Associate Vice Chancellor for Business's files relating to the management of the Student Stores, which sell a variety of products to students and others affiliated with the university. Among the merchandise sold by the Student Stores are books, school supplies, computers, snacks, and clothing bearing the university logo. Profits go to support scholarships. See also files on Vending in Series 4, above.

Series 9. Utilities Division, 1968-1990.
Arrangement: Alphabetical by filename; individual files arranged chronologically.
This series contains files pertaining to the Utilities Division, which is responsible for the operation of the campus electric, telephone, and water and sewer utilities. From the 1890s until 1976, the university provided the public utilities for the town of Chapel Hill. In 1976 it sold the public utilities. After the sale the Utilities Division remained responsible for the maintenance and distribution of utilities on campus. The majority of the files in this series date from the period after the sale. From 1970 to 1984 the Utilities Division reported to the Associate Vice Chancellor for Business; in 1984 it was placed under the Physical Plant, which at that time reported to the Vice Chancellor for Business and Finance. In 1986 the Physical Plant began reporting to the newly created Vice Chancellor for Facilities Management.

This series includes the Associate Vice Chancellor for Business's files on the Internal Audit Department, which conducts audits of campus offices and departments, analyzing their operations, internal controls, and financial accounting. For several months during 1981, Associate Vice Chancellor for Business Charles Antle served as Acting Director of Internal Audit while that position was vacant. Following the appointment of a new audit director in September 1981, Antle assumed oversight of the Internal Audit Department. Series 11. Division of Purchasing and Stores, 1981-1990.

This series includes the Associate Vice Chancellor for Business's files on the Division of Purchasing and Stores (formerly Purchases and Stores), which was responsible for purchasing, receiving, and distributing supplies and equipment requested by university offices and departments. Purchases and Stores reported to the Associate Vice Chancellor for Business from 1970 to 1977, when it began reporting directly to the Vice Chancellor for Business and Finance. Effective 1 February 1987, the Division of Purchasing and Stores again reported to the Asssociate Vice Chancellor for Business. At that time the division consisted of (1) the Purchasing Department; (2) Central Warehouse and Stores, which included Central Receiving, the Motor Pool, the Service Station, the Glass Shop, and all the various departmental storerooms; (3) the Office Machine and Electronic Service Center; (4) Printing and Duplicating; and (5) Surplus Property.

Series 12. Trademark Licensing Program, 1982-1990.

This series includes the Associate Vice Chancellor for Business's files on the Trademark Licensing Program, which handled the licensing of the university's trademarks. Income derived from trademark licensing was allocated by the university's Board of Trustees for educational purposes. Effective 1 January 1987, the program began reporting to the Director of Auxiliary Services, who in turn reported to the Associate Vice Chancellor for Business.
