| Abstract | An organized development program at the University of North Carolina began in 1951, when Louis Round Wilson was appointed Special Assistant to the Chancellor in the Field of Development. Wilson's successors in the position were variously titled: Special Assistant to the Chancellor in the Field of Development, Director of Developmental Affairs, Associate Vice Chancellor and Director of Developmental Affairs, Director of Development, and Associate Vice Chancellor for Development. As of 1985, the Associate Vice Chancellor oversaw the Development Office, which organized and conducted various fund-raising campaigns for the university and also worked closely with the university-related foundations, such as the Business Foundation and the Medical Foundation. The Development Office was located administratively in the Division of Development and University Relations. These are largely the records of the Associate Vice Chancellor for Development and predecessors in that office. The early years of the Development Program are particularly well documented, along with the establishment of the Business Foundation and Medical Foundations. There are also minutes, correspondence, and committee reports relating to the establishment, in 1952, of the University Development Council, a group from within and outside the university that met to plan and discuss the development effort. |

Historical Information
An organized development program at the University began in 1951, when Louis Round Wilson was appointed Assistant to the Chancellor in the Field of Development. Wilson resigned in 1952, and Charles Milton Shaffer was appointed to the position with the same title. He was charged with coordinating the efforts of the various fund-raising and public relations agencies of the university. In 1955, Shaffer was made Director of Developmental Affairs, with responsibility for fund-raising, Alumni Annual Giving, the Alumni Association, and the University News Bureau. In addition, he worked cooperatively with several university-related foundations, including the Business Foundation and the Medical Foundation. In 1973, the Division of Development and Public Service was created, and the Director of Developmental Affairs became responsible to the vice chancellor of that division. On 1 September 1980, the name of the division was changed to Division of University Relations. It was changed again, on 1 September 1985, to Division of Development and University Relations.

Scope and Content
The records described below are largely those of the Director of Developmental Affairs and predecessors and successors in the position. The formative years of the Development Program are particularly well documented, along with the establishment of the Business Foundation and Medical Foundations. There is considerable correspondence with the two consultants who were hired in the early 1950s to advise the development officers about fund raising and public relations. There are also minutes, correspondence, and committee reports relating to the establishment, in 1952, of the Development Council, appointed by Consolidated University President Gordon Gray. There is some correspondence with academic departments, mostly relating to their requests for funds for special projects. However, there is little material related to the Alumni Association or the University News Bureau.
Correspondence with North Carolinians who were instrumental in the establishment of the Development Program and the university-related foundations can be found in several files in these records. For example, correspondence with Luther H. Hodges, J. Spencer Love, James A. Gray, and George Watts Hill, Sr., will be found in the files on the Business Foundation, the Medical Foundation, and the Development Council as well as in separate files under the heading "Correspondence."
