Abstract The records management program at the University of North Carolina at Chapel Hill began with a 1992 National Historical Publications and Records Commission (NHPRC) grant, which was received by the University Archives and Records Service section of the University Library's Manuscripts Department. University Archives and Records Service provided support and office space for the records management program, but the program reported to the Office of the Provost and was overseen by the campus-wide University Records Committee. Responsibility for the records management program was later assigned to an assistant provost, but that position was eliminated in 2002 due to budget cuts. The provost initially decided to end the records management program at that time, but was persuaded instead to transfer it to the Library. The program became administratively part of University Archives and Records Service, which was later renamed University Archives and Records Management Services. Records include correspondence; grant applications and reports to the National Historical Publications and Records Commission (NHPRC) regarding the creation of the records management program, 1990-1993, and the management of electronic records, 2001-2002; agendas and meeting minutes of the University Records Committee (URC) and its various subcommittees; records management policies and procudures, including retention schedules, guidelines for managing electronic records, and other items related to outreach to campus offices and departments; and materials related to the assistant provost's research on offsite records storage. The records are those of Timothy R. Sanford, who served on and later chaired the University Records Committee and was the assistant provost responsible for records management until 2002.
