Described here are the records of the various offices in the University's Division of Business and Finance, including those of the Vice Chancellor in charge of the Division. The Division of Business and Finance handles the University's budget, business operations, facilities planning and maintenance, security, and related matters.

Included in this section are:

  1. Office of the Vice Chancellor for Business and Finance, 1789-1987.

    The Vice Chancellor for Business and Finance has administrative responsibility for the University's Division of Business and Finance, which consists of the units that handle the University's budget, facilities planning and capital improvements, maintenance of buildings and grounds, security, personnel and property matters, and routine business operations. The position of Vice Chancellor for Business and Finance evolved from that of Business Manager, created in 1921 and known successively as Controller, Assistant Controller, and Assistant Controller and Business Manager.

    Correspondence, budgets and financial records, building plans and specifications, and other files relating to the work of the Division of Business and Finance at the University of North Carolina at Chapel Hill. This group also contains the historical financial records of the University from 1789 to 1920, including scattered accounts of the University's Board of Trustees, Treasurer, and Bursar. Topics of particular importance include the early financial history of the University and the history and sale of the University-owned public utilities, 1932-1984.

  2. Construction Administration Dept., 1948-1992 (bulk 1970-1987).

    The University's Construction Administration Dept. oversees all major construction projects on the campus, including both original construction and renovation, and represents the University at acceptance inspections and in all building contract disputes. From 1974 until 1987 the Construction Administration Dept. was called Engineering and Construction.

    Mostly project files consisting of specification sheets and correspondence with architects and building contractors.

  3. Facilities Planning and Design Office, 1947-1990.

    The University's Facilities Planning and Design Office was created in 1959 as the Planning Office and was given responsibility for evaluating space need requests and facilities use and for developing plans for both new buildings and renovations. (Once plans are final and a contract is awarded, responsibility for a specific project moves to the University's Construction Administration Dept.) In 1974 the Planning Office was reorganized and its name changed to Facilities Planning Office. In 1987 the name was modified to Facilities Planning and Design Office. The responsibilities of the Office, however, have remained basically the same.

    Mostly project planning files; also general files concerning space needs and utilization. Included are several files concerning capital improvements and campus planning prior to the formal establishment of the Planning Office.

  4. Health and Safety Office, 1952-1991.

    The University's Health and Safety Office grew out of the Radiological Safety Office, which was established in 1960 to oversee the handling of radioactive materials on the campus. The Health and Safety Office was created in 1974 to ensure compliance with the federal Occupational Safety and Health Act and is responsible for safety standards involving fire, industrial hygiene, and hazardous substances as well as general public safety. The Office is also responsible for scheduling periodic worker health examinations, inspecting safety equipment, and processing worker compensation claims.

    Correspondence and other files relating to the administration and duties of the Health and Safety Office, including files on vendors of safety projects and services; documents pertaining to deliveries of radioactive materials, disposal of radioactive waste, and registration of x-ray machines; reports of radiation exposure, 1952-1980; and various inventories and surveys of laboratories and other facilities.

  5. Office of the Associate Vice Chancellor for Business, 1961-1979.

    The Office of the Associate Vice Chancellor for Business was created 1 January 1970 as part of a major reorganization of the University's Division of Business and Finance. The Associate Vice Chancellor for Business supervises campus auxiliary services, which, for the period covered by these records, included the Horace Williams Airport; University Conference Centers (Quail Roost Conference Center and the Carolina Inn); Student Stores; the Health and Safety Office; Security Services; Food Service; Laundry Service; and the campus utilities.

    Correspondence, operating reports, budgets, and other files pertaining to the University's various auxiliary services. Some files predate the establishment of the Office, since the services for which it has oversight were already in existence at the time of its creation.

  6. Office of the Manager of the Student Stores, 1962-1985.

    The University's Student Stores sell textbooks and other books as well as school supplies (including computers), clothing, and various souvenir items bearing University logos. Profits from these sales fund scholarships.

    Sixteen bound volumes containing correspondence, memoranda, reports, and financial statements of the Manager of the Student Stores dealing with campus merchandising and vending policies and with the operation of the Student Stores.

  7. Property Office, 1796; 1841; 1898-1987 (bulk 1975-1987).

    The University's Property Office (originally Property Division) was created during the 1969-1970 academic year to oversee transactions involving the acquisition, sale, and leasing of real property. Other responsibilities include the inventory, care, and repair of the University's museum items and historic furnishings and the management of insurance coverag, except employee benefits.

    Correspondence and other files pertaining to University property, insurance coverage, equipment and service agreements, the rental and leasing of property, and contracts with off-campus agencies for the conducting of on-campus research.
