Charles Phillips died in Columbia, South Carolina, on the way to live with his sons in Birmingham, Alabama. An 1841 graduate of the University, Phillips served as chairman of the faculty from 1875 to 1876.

In what may have been the first attempt to create a law school library, the Board of Trustees authorized law professor John Manning to spend up to $150 for a set of United States Supreme Court Reports.
